Telework is not considered an employee right or benefit; it is a work arrangement determined by the appointing authority, who retains the right to modify or cancel telework agreements. The policy has faced significant opposition from state employee unions (MAPE and AFSCME Council 5) due to concerns regarding unilateral implementation, childcare, commuting, and lack of union consultation. Initial implementation challenges included issues such as work groups not being co-located, missing equipment, communication breakdowns, and problems with reservation systems. Exemptions may be granted for employees residing more than 50 miles from their primary work location, at the sole discretion of the appointing authority. Some agencies received extensions for compliance due to space or equipment limitations, and case-by-case exceptions may be considered for employees in call center roles. The telework exemption distance for employees residing far from the office was revised from 75 miles to 50 miles.
